Problems of the ethics of the social service inspector's professional behaviour in the residential facilities

The presented dissertation is concerned with the ethic features of the quality of the social services inspectors professional behaviour in the residental facilities. This dissertation is divided into two main parts. The first part comprises theoretical bases related to given problems with the analysis of the relevant professional literature. The other part comprises with the actual research, the aim of which was finding ethical contexts of the inspection performance, inspector's education in the ethics, ethic code of the inspectors, the inspector profession and the value preferences of the inspectors. The main target is to analyze the ethical connections during the ispection performance in chosen residential facilities of the social services. In the research the quantitative and qualitative methods, the questionnaire survey and structural interviews were used. Based on the synthesis of the acquired knowledge the dissertation presents a view of the ethics application in professional activities of the inspectors. The ethical dimension of quality inspection in social services

The final thesis is focused on problematic question of social services quality inspection. First part of the thesis aids on conception of quality in context of social services. This part also describes development of social services and their practical use in law system of Czech Republic. We can also find description of inspection methods and their system. Third charter is mainly focused on dimension of inspector's ethic codex. It is aiming on systems of values, professional ethics, ethic codex and education of inspectors. Last and main chapter is trying to explain problematic areas in actual and real conditions of inspection process. Chapter contains suggestions with several solutions. Thesis uses and combines all collected data from verified sources, specialists external inspectors.
The role of inspection in forming the policy of increasing the quality of social services in the Czech Republic.

This thesis deals with the role of inspection in shaping the policy of increasing the quality of social services in the Czech Republic from the perspective of the provider, the founder and policy makers. The policy of improving the quality intentions and direction, which should lead to the identification of existing service levels, remedy identified problems and improve performance at different levels. The first part deals with general and specific quality concept in the market sector and in social services. The evaluation systems and quality management known from the commercial sector are presented and subsequently applied to the evaluation of the quality of social services. The practical part of my attempt is to answer the question, how inspection affects improving of policy-making quality of social services. The main method used is a case studies based on semi-structured interviews. In conclusion, the outputs describing the role of inspection from the perspective of individual actors are presented. Quality Standards for Social Services and their Implementation in Residential Senior Care

A Genesis and formulation quality standard for social care is related to demographic trends and were going in context with community planning. Specific requirements are assigning for residential senior care. An implementation quality standard was accomplished in institution ``Domov pro seniory sv. Jiří v Plzni{\crqq} (DSJ), that provide residential social services for senior citizens. In DSJ was created governance documentation ISO 9001 compatible in intranet environment and requirements of standards was performing in processes. This change was connected with deep transformation in staff behavior and knowledge. Success was verified by internal audit, witch was served as training for quality inspection as well. Quality standards implementation was improved client satisfaction, but last not leased was increased education costs. Documented knowledge of this project is applicable as best practices for similar service providers.
The Quality in social services and its control

The new law about social services, that is effective since 1st January 2007, brought series of changes into the Czech social services system. These changes should contribute to modernizing and improving the quality of provided social services. Improving of the quality happens via implementing standards for quality in social services, that are sets of measurable and verifiable criteria. Verification of completing standards runs at the place where social services are provided and it is called quality inspection. Graduation theses analyses three runs of testing inspections, that proceeded in 2002, 2004 -- 2005, 2006 -- 2007 in the Czech Republic. Analysis evaluates the best and the worst completed standards, regional location of providers, where there the inspections were performed, and general fruitfulness of providers of social services at inspection. There are mentioned recommendations, which came out of the inspection analysis.
